Company Officers
F. Wade Johnson, PE
President
BS, Civil Engineering, Texas A&M University
Mr.
Wade Johnson graduated from Texas A&M University with a degree in Civil Engineering in 1987 and became a licensed Professional Engineer in the State of Texas. His project management responsibilities, on numerous residential and commercial projects, include feasibility studies, land planning and platting, permitting, and construction contract administration. His project experience ranges from attached housing subdivisions and residential subdivisions to large retail facilities and shopping centers. His project experience also includes civil design for apartment complexes and manufactured housing developments. Today, Mr. Johnson oversees the firm's engineering departments and works in customer service.
Delcine Johnson
Vice President

Mrs. Delcine Johnson serves as the Vice President of Johnson & Pace where she manages company administration and finances. She has worked in the business field since 1987 and earned her Bachelor of Business Administration, with a minor in Accounting, from the University of Texas at Tyler in 1991. Her previous work experience includes management at Liberty Mutual in Dallas, Texas.
Joe Hart, III, PE, LEED AP, CFM

Mr.
Joe Hart attended Texas Tech University and graduated with a degree in civil engineering in 1997. Registered in 19 states as a Professional Engineer, Mr. Hart specializes in the design and analysis of various engineering systems, including roadways, storm water drainage and detention, and sanitary sewer collection. His extensive background includes experience in the delineation of flood plain and floodways; the design of ponds and lakes; and federal, state, and local permits and regulations. Mr. Hart has also earned LEED AP accreditation from the Green Building Certification Institute based on the U.S. Green Building Council's Leadership in Energy and Environmental Design; he is also a certified floodplain manager. Mr. Hart leads the Land Development group at Johnson & Pace abd oversees the Facilities Design group.
Phil Elledge, PE
Assistant Vice President
BS, Civil Engineering, University of Illinois
Mr.
Phil Elledge has over 28 years of engineering experience. He has served as Engineer and Project Manager for public and private entities in Texas, including extensive experience in water treatment, wastewater treatment, and solid waste landfill projects. He also has significant experience with utility line, pump stations, storm water drainage, and transportation engineering projects. He has received specialized training in solving flood problems associated with transportation facilities. Mr. Elledge leads the Johnson & Pace office in Tyler, Texas.
